IMMEDIATE RECOMMENDED ACTIONS
As the spread and impact of COVID-19 is still an unknown, the EDC recommends businesses, self-employed individuals, nonprofits and employees to take the following action steps:
The County of Ventura has created a COVID19 Business Assistance Grant Program to provide $5,000 awarded to small businesses and nonprofit organizations located in Ventura County to alleviate impacts from COVID19 for allowed uses such as payroll support, rent and lease payments, costs for personal protective equipment, purchases related to the operation of their businesses, and extraordinary business expenses for adhering to compliance protocols for reopening (e.g., cleaning services, signage, customer interface capabilities, additional security, etc.).

Apply for unemployment NOTE: Governor’s Emergency Proclamations waive the non-payable one-week waiting period for regular UI benefit payments to eligible individuals affected by current disasters. This means individuals can be paid benefits for the first week they are unemployed due to the disaster. Additionally, under the CARES Act, weekly premium amounts have been increased and the period of benefits has been extended.

Federal, State & Local Programs
1. Paycheck protection program (ppp)
This SBA loan program may be accessed through any bank that currently issues SBA 7a guarantee loans. Check with your local bank to see if they are an approved lender. The new loan program will be available retroactive from Feb. 15, 2020, so employers can rehire their recently laid-off employees through June 30, 2020. KEY FEATURES OF PPP:
- Eligible businesses: All small businesses, including non-profits, Veterans organizations, Tribal concerns, sole proprietorships, self-employed individuals, and independent contractors, with 500 or fewer employees, or no greater than the number of employees set by the SBA as the size standard for certain industries

- Loan will be fully forgiven if proceeds are used for payroll costs and other designated business operating expenses in the 8 weeks following the date of loan origination
- All loans under this program will have the following identical features:
- Interest rate of 1%

- 100% guarantee by SBA
- No collateral
- No personal guarantees
- No borrower or lender fees payable to SBA
2. SBA ECONOMIC INJURY DISASTER LOANS (EIDL)
The U.S. Small Business Administration offers low-interest federal disaster loans for working capital to small businesses suffering substantial economic injury as a result of the Coronavirus (COVID-19). Under the CARES act, the existing loan has been expanded. Key features include:
- Up to $2,000,000, up to 30 year terms, 2.75% for nonprofits, 3.75% for all other businesses, including independent contractors, self-employed.
- No restrictions on types of non-profit firms eligible (though final guidance pending).
- Waives personal guarantees and requirement for at least one year in business for applications for less than $200,000
- Includes provision for an up to $10,000 grant for successful applicants.

4. EDD Workshare PROGRAM
This EDD program allows employers to seek an alternative to layoffs – retaining their trained employees by reducing their hours and wages that can be partially offset with UI benefits. Visit the Work Sharing Program to learn more about its benefits for employers and employees, and how to apply.
5. UNEMPLOYMENT – PANDEMIC UNEMPLOYMENT ASSISTANCE (PUA)
Unemployment benefits are available for you and your employees. If you have lost hours or wages due to the impact of COVID-19, we encourage you to file for Pandemic Unemployment Assistance (PUA), which has now been extended to all self-employed individuals. If you have laid off employees or reduced their wages due to the impact of COVID-19, encourage them to apply for unemployment.
The CARES Act increases the premium over the usual rates of unemployment insurance and extends the length of unemployment benefit terms. The Act provides an additional $600 increase over an applicant’s approved weekly benefit through July 31, 2020. Additionally, unemployment benefits have been extended for a period of 39 weeks.

6. Families First Coronavirus Response Act (FFCRA or Act)
The Families First Coronavirus Response Act (FFCRA or Act) requires certain employers to provide their employees with paid sick leave or expanded family and medical leave for reasons related to COVID-19 beginning April 1, 2020 through December 31, 2020. 7. EDC DISASTER LOAN FUND
In addition to our traditional EDC loan funds, EDC is offering 4.25% interest loans from $5,000- $50,000 and a 48 month term through our Disaster Loan Fund to give a cash flow boost to businesses impacted by reduced sales, supply chain disruption or other challenges related to COVID-19. 8. WOMEN’S ECONOMIC VENTURES (WEV) QUICK RESPONSE LOAN

Tax Filing Extensions
1. PAYROLL TAX FILING EXTENSION
Current provision allows employers statewide directly affected by COVID-19 may request up to a 60-day extension of time from the EDD to file their state payroll reports and/or deposit payroll taxes without penalty or interest. For more information please visit EDD website. NOTE: The CARES act allows businesses to delay the payment of 2020 payroll taxes until 2021 and 2022. More information to follow.
2. STATE EXTENSION FILING PERSONAL AND BUSINESS TAXES
The Franchise Tax Board announced special tax relief for California taxpayers affected by the COVID-19 pandemic. Affected taxpayers are granted an extension to file 2019 California tax returns and make certain payments to June 15, 2020, for all tax filings and payments due between March 15, 2020, through June 15, 2020. Mortgage and Rent
90 DAY GRACE PERIOD FOR MORTGAGE PAYMENTS
Governor Newsom has announced a grace period for mortgage payments. Financial institutions will offer, consistent with applicable guidelines, mortgage payment forbearances of up to 90 days to borrowers economically impacted by COVID-19. For more information, please visit this link.

On March 27th, Governor Newsom issued Executive Order N-37-20 implementing a statewide moratorium on evictions through July 28th. EVICTION MORATORIUM – SANTA BARBARA COUNTY
The Santa Barbara County Temporary Eviction Moratorium Ordinance (TEMO) allows a tenant to delay paying all or part of their rent by sending a written notice to their property owner or agent within 20 days after the rent due date.

1. Paycheck protection program (ppp)
This SBA loan program may be accessed through any bank that currently issues SBA 7a guarantee loans. Check with your local bank to see if they are an approved lender. The new loan program will be available retroactive from Feb. 15, 2020, so employers can rehire their recently laid-off employees through June 30, 2020. KEY FEATURES OF PPP:
- Eligible organizations: Businesses, nonprofits (currently 501c3 and 501c19), Veterans organizations, Tribal concerns, sole proprietorships, self-employed individuals, and independent contractors, with 500 or fewer employees, or no greater than the number of employees set by the SBA as the size standard for certain industries

- Loan will be fully forgiven if proceeds are used for payroll costs and other designated business operating expenses in the 8 weeks following the date of loan origination
- All loans under this program will have the following identical features:
- Interest rate of 1%
- Maturity of 2 years

- 100% guarantee by SBA
- No collateral
- No personal guarantees
- No borrower or lender fees payable to SBA
2. SBA ECONOMIC INJURY DISASTER LOANS (EIDL)
The U.S. Small Business Administration offers low-interest federal disaster loans for working capital to small businesses and nonprofits suffering substantial economic injury as a result of the Coronavirus (COVID-19). Under the CARES act, the existing loan has been expanded. Key features include:
- Up to $2,000,000, up to 30 year terms, 2.75% for nonprofits, 3.75% for all other businesses, including independent contractors, self-employed.
- No restrictions on types of nonprofit firms eligible (though final guidance pending).
- Waives personal guarantees and requirement for at least one year in business for applications for less than $200,000
- Includes provision for an up to $10,000 grant for successful applicants.

Tax Filing Extensions
PAYROLL TAX FILING EXTENSION
Current provision allows employers statewide directly affected by COVID-19 may request up to a 60-day extension of time from the EDD to file their state payroll reports and/or deposit payroll taxes without penalty or interest. The Franchise Tax Board announced special tax relief for California taxpayers affected by the COVID-19 pandemic. Affected taxpayers are granted an extension to file 2019 California tax returns and make certain payments to June 15, 2020, for all tax filings and payments due between March 15, 2020, through June 15, 2020. Reopening
On May 8th, the Governor’s office began phase 2 of the reopening strategy for the State of California. Second of four phases to reopen California’s economy, this phase focuses on key industries that can open safely by providing clean and safe environments for employees and customers. For a full list of reopening phases, industry guidance and safety protocols please visit the following Phase 2 of the California Official Roadmap.
Ventura County has moved into the expanded Phase 2 of California’s reopening plan which includes lower risk workplaces. Businesses that have been identified as eligible to reopen, must meet county and state health and safety compliance protocols. NOTE: All retail has been approved for in store shopping and all restaurants have been approved for dine in service. At this time, we encourage all retail and restaurants that are interested in moving towards in store shopping and dine in service to read the safety protocols and compliance measures necessary to do so and follow the steps below. Steps to Reopen:
- Review industry-specific guidance published by the State of California.
- Complete a written worksite-specific COVID-19 Prevention Plan, which helps assess and mitigate your level of risk. You must complete a separate plan for each business location. Then post your Worksite Prevention Plan at each business location and designate an on-duty employee responsible for monitoring compliance with your plan. The County of Santa Barbara received approval from the California Public Health Department to move forward with a Stage 2 of reopening businesses.
What businesses can reopen?
The types of businesses now allowed to reopen in the latter phase of Stage 2 include dine-in restaurants (with modifications), schools and child care, retail stores, shopping malls, some offices, campgrounds, and RV parks.
Higher risk businesses, such as hair and nail salons, gyms, churches, and hotels for non-essential stays, are not allowed to open until the Governor declares that eligible counties can move into Stage 3.
What do I need to complete to reopen my business?
Before the businesses can reopen in Santa Barbara County, they are required to review state and local guidance, complete a COVID-19 Prevention Plan*, and self-certify that they can open safely; all of which can be found at recoverysbc.org/reopen-your-business/.
Upon completion of the self-certification, businesses receive a certificate to print and display attesting to a safe and clean environment for workers and customers. The County will be requiring ALL businesses, whether you’ve been open or are just now allowed to open, to complete the self-certification program:

What guidance should I follow to operate my business?
Businesses now permitted to reopenmust adhere to social distancing guidelines provided by the Governor and the Santa Barbara County Health Officer include. For the County’s guidelines on how to reopen, please refer to the RISE Guide. The State has provided Guidance for Dine-In Restaurants, Checklist for Dine-In Restaurants, and Guidance for Retail that can be useful in the planning process. These documents help businesses understand how to adapt procedures and practices for this next stage of reopening.

How can I expand my restaurant seating to outdoor areas?
The Santa Barbara City Council directed a flexible citywide approach for outdoor dining on sidewalks, streets, on-street parking, and private parking lots. Starting on May 22, 2020 at 4 p.m., State Street will be closed from Haley Street to Sola Street and restaurants can begin preparations for outdoor dining areas. The City is quickly preparing information to provide guidelines for establishing outdoor dining. The City will provide technical assistance on alcoholic beverage regulation issues, including completion of ABC forms, and related matters. More information will follow regarding these items.
